Pausing/Resuming Consumers

Qaze v1.3 added support for showing the pause status of consumers (introduced in NATS 2.11).

This feature will add support to:

• pause/resume individual consumers

• pause/resume all consumers of a stream

• (optional) pause/resume all consumers of all streams for the account
